Pullips seem to be appropriate for most ages as long as the owner is responsible enough to keep it in good condition. <br />Also, I would not call Cutie Pops 4+ Pullips. For the dogs anyway, you could decide what pattern you want on them and then use blue painter's tape to block off the areas you don't want painted. Looks like they use acrylics to paint, and acrylics are not hard to paint with -- blend easily for creating colors, and dry quickly.
